The following groups are not eligible for these Romanian government scholarships:

  • Individuals of Romanian heritage or those from Romanian historical communities near Romania (these groups have separate scholarship programs).
  • Individuals who have sought or obtained asylum or protected status in Romania.
  • Stateless individuals with legally recognized residency in Romania.
  • Diplomatic and consular staff, their families, and administrative/technical staff of foreign missions in Romania.
  • Staff members of international organizations in Romania and their families.
  • Individuals who have already received a Romanian government scholarship for the same level of study.
