The scholarships covers full tuition fees, accommodation, and living stipends, for international students from non-European countries who are selected to study in top Romanian tertiary higher institutions.
Application Deadline: Applications are typically open until mid-March, with results announced in the summer and courses beginning in October. No Application Fee: There is no application fee, and IELTS or other language proficiency tests are not required.

BENEFITS Romania Government Scholarships 2026:
Tuition Fees: Full coverage of tuition fees for the duration of the program.

Programs:
Applicants may select their study program of interest in all fields, with the exception of Medicine, Dental Medicine and Pharmacy.
For Bachelor and Master, only study programs in Romanian are available, thus promoting the Romanian language and culture. However, at PhD level, applicants can also opt for a program in English or a foreign language set by the doctoral school.
Bachelor’s Degrees:
These are for high school graduates or those with equivalent qualifications, including those seeking to continue their university education in Romania.
Programs last 3-6 years, depending on the field, and conclude with a Bachelor’s examination.
Master’s Degrees:
These are for individuals with undergraduate degrees.
Programs range from 1 to 2 years and end with a dissertation.
Doctoral (PhD) Degrees:
These are for Master’s degree holders or those with equivalent qualifications.
Programs last 3-5 years, depending on the faculty, and require the defense of a PhD thesis.
Importantly, PhD applicants must secure a written agreement from a potential Doctoral Tutor (a faculty member of the doctoral school) and pass an admission interview before applying for the scholarship.
Eligibility Requirements for the Scholarships:
- Academic Performance: Applicants must have a minimum average score of 7 (on a scale of 10) in their previous studies.
- Age Limits: Bachelor’s and Master’s applicants must be under 35 years old, while PhD applicants must be under 45 years old.
- Fields of Study: Scholarships are available for various fields, excluding Medicine, Dental Medicine, and Pharmacy. Programs are primarily taught in Romanian, with some PhD programs available in English or other languages.
- Applicants must be foreign citizens from all non-EU countries, with the following exceptions:

- Individuals who have sought or obtained asylum or protected status in Romania.
- Stateless individuals with legally recognized residency in Romania.
- Diplomatic and consular staff, their families, and administrative/technical staff of foreign missions in Romania.
- Staff members of international organizations in Romania and their families.
- Individuals who have already received a Romanian government scholarship for the same level of study.
